Maybe try to apply vinegar to a cloth, wipe the leaves, then wipe again with a bit of oil? Neem is a good insecticide but even olive oil, wiped off, might help the brittle minerals detach. Way back when I was coupled up, I kept an overnight bag with a simple morning makeup routine. Of all things, a basic vegetable lip balm was a champ. I used it under my eyes as a concealer and for whatever reason it looked like makeup!
