Can somebody walk me through how to make a bulletin board just like this one? First, I buy a domain (don't know how to do that)... Then, what?

It’s a little complicated, but I can do it for you if you’d like to buy a URL and have it hosted on my account. URLs are really cheap right now for the first year (this one was 99¢), then are something like $10-15/year after that.

This board software is called phpBB and it looks like this because I installed a theme called 1982. There are probably thousands of themes, but most are just subtle variations on colors.

I use a company called DreamHost for web hosting that we started using for UrHo a long time ago and I’ve used for YACHT for another long time.
